Understanding Low Carbon Energy Generation Programme

On 26 January 2024, in conjunction with the International Day of Clean Energy, the Ministry of Energy Transition and Water Transformation (PETRA) announced the Low Carbon Energy Generation Programme for non-solar renewable resources under the New Enhanced Dispatch Arrangement (NEDA) mechanism.

This programme focuses on non-solar renewable resources such as wind, small hydro, biogas, biomass, and hydrogen. A total quota of 400 MW has been allocated, with participation based on a ‘first come, first served’ basis.

Participation in NEDA

For the program, applicants may choose to participate under one (1) of following two (2) categories, depending on the plant’s capacity:

Category:

  • Co-Gen Plant
  • Ex-PPA/SLA on Own Fuel
  • Franchise Utility
  • Part PPA/SLA
  • Renewable Plant
  • Any other generator approved by ST to participate in NEDA with export capacity greater or equal to 30 MW without PPA/SLA

Bidding Mechanism: Price - Quantity

Settlement: Actual System Marginal Price (SPM)

Failure to meet declared MW: Penalty of RM150 for each kWh shortfall per event
